Artículo 27.
Toda persona tiene derecho a la educación, que será obligatoria en los niveles preescolar, primaria, secundaria y media superior.
La educación que se imparta en el Estado, en todos sus grados y niveles, tenderá a desarrollar armónicamente todas las facultades del ser humano y fomentará el amor a la Patria y el respeto a los derechos humanos y la conciencia de solidaridad nacional e internacional, en la independencia y la justicia. Asimismo, formará en el educando hábitos, costumbres, comportamientos, actitudes y valores que propicien la convivencia pacífica y exalten la libertad como herramienta de lucha contra los privilegios injustos, consoliden la democracia como sistema de vida y fuente legítima de la voluntad soberana del Pueblo, promuevan la justa distribución de los bienes y los servicios entre todos los habitantes, desarrollen los conocimientos y destrezas de la población y contribuyan al surgimiento de una sociedad mejor en todos los órdenes.
El sistema educativo estatal formará a los alumnos para que sus vidas se orienten por los conceptos de: justicia, democracia, respeto al Estado de Derecho y respeto a los derechos humanos. Fomentará en ellos, la cultura de la legalidad y la cultura de la paz. Facilitará el conocimiento de los valores de la paz para lograr el entendimiento y la concordia entre los seres humanos, el respeto, la tolerancia y el diálogo; difundirá como métodos de solución de conflictos: la negociación, la conciliación y la mediación, a fin de que los educandos erradiquen toda clase de violencia y aprendan a vivir en paz.
Toda persona tiene el derecho al acceso a la ciencia, la tecnología y la innovación. El Estado lo garantizará.
Las universidades públicas e instituciones estatales de educación superior tienen derecho a recibir del Estado un subsidio anual, para el cumplimiento de sus fines.
La ley establecerá las bases que regulen la prestación del servicio educativo.
