Artículo 85.
La planeación del desarrollo institucional, evaluación, administración, vigilancia, disciplina y carrera judicial, del Poder Judicial, estará a cargo del Consejo de la Judicatura en los términos que señale la ley, conforme a las siguientes bases:
1.- Establecerá las bases para la formación y actualización de funcionarios, así como para el desarrollo de la carrera judicial, la cual se regirá por los principios de excelencia, objetividad, imparcialidad, profesionalismo e independencia.
2.- Determinará el número, división, especialización por materia y competencia territorial de los Juzgados que la ley establezca.
3.- Resolverá de manera definitiva e inatacable los conflictos entre el Poder Judicial y sus servidores, en los términos que disponga la ley.
4.- Podrá expedir acuerdos para el adecuado ejercicio de sus funciones, de conformidad con lo que establezca la Ley Orgánica del Poder Judicial.
5.- El Consejo de la Judicatura, se integrará por el Pleno del Tribunal Superior de Justicia y dos jueces que se elegirán conforme a la Ley Orgánica del Poder Judicial, y será presidido por el Presidente del Tribunal.
6.- En el ejercicio de las facultades a que se refiere el presente artículo, el Consejo de la Judicatura funcionará en Pleno o en Comisiones.
7.- El Consejo Consultivo se integrará por cinco consejeros abogados de reconocido prestigio en el Estado, con carácter honorario, designados por el Tribunal Superior de Justicia y funcionará según lo disponga la ley.
